How to determine who is game admin, and how to kick inactive players?

I believe I am game admin, but when I click on the option in the DE below Coup articles, nothing happens. How to I determine who is game admin, and how do they kick inactive players?

I believe that if nothing has changed you can kick players from an admin panel , available in your map profile under second button below your portrait
