Bug on province revolt

Hi there my game is #9878880
My username is N1gh1F1re
province name is Munich

I was waiting for a revolt to happen, my air balloon was in the province that was about to revolt. And suddenly it revolted & gave the province to an AI country I was neutral to. But instead of that balloon becoming theirs it stayed mine and because I was in the province it immediately attacked and took the province back.

In the news it stated that the rebellion was suppressed by local garrison. So how..?

I didn't want to start a war with them and would have been fine if the balloon revolted to him, why didn't my balloon turn to their side like it usually would?
