Building never goes complete
I reported this before, but it got disappeared.

I have a recruiting office that has been sitting at 0 time remaining for a couple of days now. This is in both mobile version and desktop version. I tried restarting my browser, reloading the game, but the building never goes complete.
Why is it not finishing? I cannot start new buildings until this one is done.

Try cancelling the construction. The building looks like it's 100% complete so cancelling the construction should still result in a completed recruiting office and will then allow you to build subsequent buildings.
