Balloons only require a factory level 1 to be present in a province in order to produce them.

Can Produce Balloon W/O Aerodrome
I was able to Produce a Balloon in a province even though it has no Aerodrome built in it. I was able to built Aerodrome but it is on a different province.

can we change it, as it was proposed years ago? so the Balloons can bre produced in workshops ? Like cars.
