Constructing an invisible building.

Greetings Conquerors! It appear that I am finding myself in a rather confusing situation. 10 seconds after I joined my game, I was planning on building constructing a Recruiting office in one of my province when it appears that I am already building something which seems to be "Invisible". And when I clicked on construction it appears that there are multiple prices.
