Fortress I -- Getting Build again & again.

I am trying to build Fortress-II, but somehow Fortress-I starts to build again. There is no-Fortress-II in either construction-list or options. I only see Fortress-III in options. There is some serious bug & I am somehow losing Iron Again & again inspite of gaining a lot of it from various deals.

When you upgrade a fortress, the fort level will be seen the same while upgrading. Symbolizing your level 1 fort is being upgraded to a level 2. Not to worry, it is upgrading to level two, which is why you see level three on the build screen. It is a bit confusing.
