ok problem not solved lol, someone put a timer onit which seemed reasonable but as of today the timer is gone and the hero is not dep[oying !!!!! i am assuming bytro are still trying to figure out what they are doing with heros !!!!!

This may seem like an obvious question, but are you deploying it yourself or are you waiting for it to deploy itself?

It has to deploy in a province with at least 70% morale. It probably drops below 70. when it is supposed to deploy

LOL you are correct that is a VERY obvious question !!!!! he eventually deployed

different heros have different deployment times, some can only be deployed on certain days of map, 1,2,3 10 some take 24 hours after you reach the given day of deployment availability, yes also province must be 70% morale

How is it possible to have a Hero on Day 1 ? Game 9,426,420. South America. I am Peru, and Bolivia has a Hero already and is attacking me with it ! Can goldmark but a hero so soon ?????

Henry Hank Callahan is a hero who can be deployed on day 1 on any map; it's not a bug or cheat but an intended game feature. His deployment time is only 3 minutes meaning he can be moved after 3 minutes of spawning him in. He can be obtained through certain operations and is available in the shop.

OK, so deploy on day 1, but with 4 stars ???? I understood each hero is initialised with 1 star and you have to progress to the highest level of hero !!!
