I conquered a region and parked 15 infantry units there.

How come on day change that region rebelled to a 3rd country?

Question 2:
Why is does my game language keeps changing to Portuguese (that actually is Brazilian and not Portuguese) and does not remain in English as I have selected.
Having to constantly change the language back to English and relaunch every round is very, very annoying.
