You can check on PC if any requirements are missing. usually its a server reconcilliation issue. you can refresh your game (Restart app on phone, refresh page on PC) to over come this.

There is no Signature
Queued units/buildings not building
I just started having this issue where I'll have queued units/buildings but once enough resources are available they just sit there in the queue and don't start production. Anyone else having this issue? Is there any sort of fix for it or something in the works?
