Trying to disembark an army into enemy city but army embarks instead

Hi,

As seen in the attached image, I (the transport ship) had to choose a destination past the 2 cities, if not, the army would not disembark and move into any of the 2 cities but embark back into the ocean instead.
Short-distance destinations are bugged.
