Unable To Build ANY Weapons In ANY Game

I find myself with a bit of a problem. I am suddenly unable to build ANY weapons, of any level, in ANY game/map I am playing. Whether it is a cavalry or a battleship, the build icon is missing from ALL weapons. I need to know WHY as this is not just limited to a particular game, but has to do something with ME directly.
