Game mechanics questions

Hello,

In global chat we were told every unit always shoots back no matter the range difference. So for example a railgun firing at a stack of 50 infantry at maximum range receives fire back from those 50. Feels counter intuitive but we were told it is due to balancing reasons which I can accept.

Is this mechanic explained in more detail somewhere? Are there modifiers in place? I would like to know about it in more detail so I can adjust my gameplay. Didn't find any patch notes on this.

Thanks in advance for any replies.

The example with the railgun isnt right I think. Close combat then the units take damage at both sides. With planes attacking a group, the planes also takes damage. But units as Artillery and railguns, light cruisers and battleships dont take damage when attacking from distance.
