How does this happen: Country controls provinces all over the board without adjoining territories on day 1

I'm playing the tutorial version of the North America game, and from the start I noticed that Costa Rica controls a number of provinces (almost all of them double-resource territories) all over the board in various states without controlling any of the territories that connect them. How is this possible? How did Costa Rica get troops to those territories without first conquering those in-between?

It's possible that these provinces were gained through revolt, or that they were traded to them. You can check this by looking at the newspaper and finding any news about the province. If the player is being traded many double resource provinces from someone, and you wish to report this for possible account pushing, you can email and include the game ID, suspected players IDs, and a description of what's happening.

usually on day one there is 1 country that has provinces all over the map wich the new Player has to obtain. thats to get a little info about how mechanics are working. is it possibly this case? on the great war tutorial map its syberia with provinces all over the map
