I have a standoff with the AI. We have large stacks on both sides. We both have fortresses. I want him to attack me so I have the fortress defender advantage. How can I best provoke and attack?
The most common way to provoke AI is to hit that fort with artillery (or any other ranged unit), this will cause the AI to respond and chase down your ranged unit. From there, you can retreat and those units will crash into your fort.

Just leave your fortress and wait exactly next do the border of your state. The AI "thinks" that the fortress can be catched for free. As soon as they move, go back and defend.
