Inactive Teamates
The second member of my coalition has been inactive a while and his ministry has taken over operations, is there a way for me to take their land without killing their armies. We share NZ so itll be more convenient

You definitely have to attack him, just like the other nations. If you're allowed to march through his country, you can still position yourself favorably and strike when it's best for you. Sometimes the AI leaves some provinces empty and defends the capital. There you can attack without high losses.
