Submarine Warfare...how do you sink the damn things

I paid to find my enemies units..found his subs and then tried to attack them with shell fire from cruisers..and then tried sitting on them with cruisers and land forces. It still sank my cruiser. What's the best method for sinking a sub after you've found it?
