if all the units "leave" the city or you kill them all you can just capture the new city with a fort so why would ytou want to keep attacking the city?

You know how when your artillery attacks a city and troops leave after they attack, the artillery targets the troops leaving? Its bloody annoying, they should keep attacking the city so you can take out the fort. It sucks having to keep on checking every time they attack to make sure it targets the city. Is there any way this can be fixed?

The only way to target the city is to give the attack order before you can see the troops. Otherwise, the artillery will always target the unit. Alternative option is to give the artillery a stop order when they get within range of the city, so if units leave, the artillery won't follow them away.
If you order the artillery to attack troops It'll keep attacking them till they are out of range or KIA.
If you want to attack a City just order the artillery to attack the city itself.

I've never had that work if the troops were visible. Mine always target the units. Is it possible to differentiate on PC, then?
