I struggle with this problem as well. Had just conquered the whole of eurasia and had one enemy left in africa and america but couln't put on a fight because of this morale nerf. I understand the idea, to withhold peopkle from just blitzkrieging the entire map but i think it should get less and less if you havent conqured a territory for some time/ are not at war with another nation. I also find the "distance from capital" nerf annoying. I would also rework that in the way of railways. It is calculated from how long it take to travel between a province and the capital. So juslt like with infantry, the time should be shorter if you have railways in between them. Therefore more connected provinces shouldn't suffer that morale nerf.
Expansion moral factor
I don’t know for everyone or almost every player in the game but my main situation when I conquer almost all parts of the map, I got this moral factor, and this creates a great snowball of chaos because since this affects all provinces my production of resources will drop down affecting again the moral because of lack of resources, and then starts the rebellions loose provinces and the infantry will be defeated by seconds in case of a followed war and I can’t produce tanks or things like that because the iron is used in building fortifications to keep at least moral up, I wish that some games deactivate this expansion factor because in case of me I like to conquer all over the map (I don’t if someone else likes to that) but this makes a restriction, for example I’m in a game where my expansion moral factor is -35 so is impossible for me to keep control of all of my territory. I’ll listen anyone else opinion of this

I would also rework that in the way of railways.
It's an interesting idea - or at least one I see being more feasible to support rapid expansion than outright "nerfing" the morale penalty from expanding too quickly.
My big worry with all this is that you get eternal matches of trying to catch runners all over your territory. Revolting provinces are annoying to deal with, but at least this is concentrated towards your active frontlines where you have units to suppress them already.
If we nerf the expansion penalty too much you will have constant runners/rat units from other players that take territory behind your lines. That would be truly annoying.
