The provinces in the United States aren't necessarily the states, either. They were dividing them for playability, not accuracy.

Ottoman Empire wrong statement
I'm living in Turkey and I know the states of it certainly. In the 500 player gamemode it's divided incorrectly and even I realized Angora (as country/state) doesn't have the province Angora, it's awkward. I can help fixing these in need.
