Provinces for free? No more!

Lately I have noticed that a lot of players win scenarios by making multi-accounts or asking friends to start a map with them only to give them all the provinces at the beginning of the game and send the whole army to fight someone else. Such a player not only has twice as many provinces to start with, but also has a weakened neighbour to conquer. It took me a while to figure out how to remedy this, as the system for reporting such behaviour simply doesn't work. The only sensible idea I have come up with is to rework the maps so that players are not adjacent to each other at the start and are always at least two or preferably three AI countries away. What do you think? Anyone have any better ideas?

This would slow down the game a LOT as well as introduce an unnecessary amount of new provinces to the maps. People with multiple accounts could still do the same thing, but slower, and actually a lot more impact.

Image this:

Player A - AI - Player B

both attack AI, then Player B turns around runs into the other AI and player A gets the entire AI + player B's provinces.

AND NO ONE CAN STOP THEM, precisely because they are separated by AIs

then it is a completely different game, won't work

To stop multi accounts, enabling location tracking would do the trick.

Right now they track IP address.

That can be avoided with cell phones

And also by changing your IP address, which I'm sure isn't hard to figure out through Google,

Location tracking would reveal a lot
