it was possible till ,I believe 2013, then bytro removed that feature
I guess there was a reason for that and the ywill no bring it back

Transport of sea-going units via railroad tracks.
Since it is possible to transport ground units across the sea even without the use of ships, I think it would be a good idea to transport the water units overland using railroad tracks. This would work the same as with the railroad railroad cannons.
