Foreign fortress hides units
Why do some fortresses hide the units and others show what is there?

to be accurate: forts about level 1.5 do hide

Ah ha, so when the numbers are hidden on a level 1 fort, they must be building a level 2.

Yes, then they have a fort that has at least been built up to 12h+ into level 2.
