Game Rule: Starting Provinces Cannot be Trespassed

Hello,

I am in a Mesopotamia 40 man.

The game rules state that "Starting Provinces Cannot be Trespassed".

Does this mean that I cannot capture another players starting property? At all? Throughout the entire game?

yes you can not capture player's starting property at all.
