I cant do anything, except move troops

I cant click on provinces and build. Its the first time its happening to me. My friend can build etc.. and do everything, while nothing works for me. I have another game where every thing works fine.

Everything is greyed-out, and the only thing I can do right now is to attack AI. (Im austria btw)

To what I can see on first sight it has to do with the tutorial but I can't figure out what it wants you to do instead.
