Yes that would certainly damage any troops. There is certain randomness involved into damage calculation but bombarding them will do damage.

Bombarding infantry while disembarking?
I was shelling some infantry while they were embarking, but their numbers didn't drop.
Was I hurting them at all?

should consider how many you were shooting them with and how many you are shooting cus that factors in as well. (you probly wont do anything shooting a 500 stack with a single RT)
or you just didnt pray to RNGesus enough.
