Moving troops for defending a place fix

While playing s1914 I saw that sometimes troops that you move to a territory would automatically attack the enemy army while other times it would just defend, I’d like it to be defending always and attack only when given the specific command to do so since there seems to be no clear pattern to why sometimes it attacks and sometimes it doesn’t, also there are times where a defending unit starts attacking with no reason or command given by the player which can ruin gameplay experience, I’d appreciate if it’s fixed
