this problem has spread to non-FP games, might it be intentional?

At war with
A coalition mate is fighting two countries, but the info tab shows at war with zero.

Yup, and it was released to the main site today as well.
When the enemy is driven back, we have failed. When he is cut off, encircled and dispersed, we have succeeded.
