I see this problem too. I think it is only in my frontline games. I haven't joined any other 1.5 games so I don't know.

box around capital doesn't change size
so on Enhanced Graphics, there is a black box around the capital, however when I leave that CoW page and come back on, the box doesn't change size when I zoom in or out, only the capital name and flag does. (3 pictures of it are provided.) I don't know if it is occurring in regular maps or not, but in Bate maps it is.
