Capitol flags missing?

Have flags at Capitols been replaced by the underline? I believe this makes it more difficult and less obvious as to where the capitol is.

If the flag is in the way, perhaps changing the color of the capitol's font?

Lets hope it is a bug, Id hate to see the flags removed

Flags can sometimes clutter the map. I'd be okay with their removal, but underlining the capitol isn't enough. I think changing the color of it might look okay, though

Personally, Id stick with the flags, I think they are grand

unless there is a good reason to remove flags, I'd prefer them kept, too.
