Closing the Province Admin Menu

Have had no problems with this yet. Only in one FP round currently so not enough data to say whether there's a problem.

Seems to be in live games as well as beta. @Eminem2891 discovered the trigger and the workaround earlier today which we passed on to the devs already.

Trigger:

1) Open province list

2) Open build menu for province from list

3) Close build menu (province list loses ability to close

To remedy, switch between province administration and build queue tabs, or open and close espionage tab
