Try setting your relation to RoW and then back to Peace. It might get rid of annoying tutorial message.

Diplomacy bug
in game 1,545,006 i have a coalition set up and the only other player i am at peace with however the advisor claims i need to establish relations with players check and advise please bug named diplomacy
