Dominion: AI at peace crossing border

This AI that is at peace crossed my border and will start a war. I also got into war with research lab AI and am not sure how. Is this expected behavior?

Well you did grant them right of way, so that unit should be allowed to pass through your territory without triggering a war.

Yea, I guess that's it. I always give AI RoW and they usually don't cross the border, but I guess that's fair.
