If you are within a coalition, you must go into the coalition menu, settings tab, and leave or disband the coalition in order to join or create another.

Game # 1,891,135 Coalition Formation
There is an existing coalition that was formed on day 0. Currently I have not been able to form a 2nd coalition, and to the best of my knowledge no one else has either. An in game bug report has been submitted. this is on a 50 player map.
