After transiting aircraft (unknown type) through an airport refueling state still shows after the aircraft has left.
This has only occurred for me in this game (so far?), the number of games/players effected is unknown. But, it is currently in effect in several locations that I have recently moved aircraft through, in this game.
I may have discovered this issue was not what I originally thought it was;
After checking back on the game aircraft DID fly out of those airports. It appears now that the issue was/is that the aircraft icons were not appearing while they refueled.
