The Country Tampico in Mexico has a industry level 1 at start, but no resource. The city of Guadelajara has no resource and no industry. Maybe you need to place some resource to Guadelajara and put the industry there.
In general, this map seems a bit funny. Resource production is lower than normal for same levels etc. I guess that is intended? It will drastically reduce the ability to build descent sized armies, at least for Brazil. Also, the imbalance of starting countries in terms of land and resource production seems extreme. It seems like it starts on day 12? Are the researches and units random or fixed for given country?
Res seems too hard on this map, even if you do a reasonable job at managing them.
I dont know what is happening, but when i click on it to my historic map world it does not let me get in. It is the world 1744618.
The response seems to be "This map is only meant for RP, get over it" *shrug*
