This is not a mistake. As Ohio is not a playable country on that map this city of Toledo belongs to Illinois at the start of the game. The (IL) is to differentiate it from the province of Toledo in Spain.
As with all the regions in maps there are choices of what to name each region. There is sometimes an effort to use less common names in some maps to distinguish them from other similar maps.
