1944: Endgame event is broken

Start the game, by the end of day 1 there are 2 other active players.

Typical 2/3 drop rate.

But it's a small map with fixed sides, so it's basically broken.

Bytro, don't bother with any maps less than 50-100 players.

Not until you fix the dropouts.

Charge for starting a new map to discourage droputs.

Or come up with your own solution, if you don't like mine.

But do something.

This is broken.
