2 different barracks in one city???

I recently captured a province that used to be ai controlled. there are two barracks there. look at image.

I have even reloaded the page but it still displays two barracks?!

This visual duplication does occur occasionally. Send in a bug report from the lower right corner of your game and a game operator can resolve this for you.
