70% moral for every city Day one still

I thought some one was gold spamming and paying huge amounts to lower every city I have to 70% moral. then I thought I wonder if Im the only one and I checked on other cities and they are all at 70% moral as well.. its day one still I think it has to be a bug or glitch. game number 1952309

"Medium morale" -- all of your 20 to 25 core provinces start at 70% morale on Day 1, and all things being equal, they will naturally rise about 5% per day until they find their natural stabilization point, typically somewhere between 90% and 100%. Absent unusual circumstances, your capital will eventually hit 100% and your other provinces will have somewhat lower morale the further they are from the capital. By definition, captured (non-core) provinces are farther from your capital, and will invariably have lower morale the farther distant they are.

Other factors that influence provincial morale include (but not are limited to): (1) the presence of fortifications (+5% for each level); (2) the morale of adjoining provinces; (3) the presence of enemy troops; (4) nuclear fallout (-30% for several days); (5) rocket bombardment (negative effect for each rocket attack); (6) food shortages (varying in negative effect depending on how bad the food shortage is). You may also use the espionage functions to damage enemy provinces and depress their morale.

Please keep in mind that 25% morale is the threshold at which provinces may rebel and defect to other countries, and your occupation units located at the province centers may be damaged, destroyed or defect to the enemy during such rebellions. Usually the presence of a garrison unit or units with a total of 7 to 8 strength points will prevent a rebellion.

Yes, great info on morale.

Your remaining provinces also get -40 for no capital influence on morale for remaining provinces. If your capital is on the sea or is in a vulnerable location, it is a good idea to move it inland and to a more easily defended location.
