The account is for both games....by having it deleted on one it is gone from both.
As it stands we would be unable to reactivate your other account because then you would be multi-accounting.

Account problem
Hi! I had an account on Supremacy 1914 and I decided to delete it because I want to play only on Call of War. However now I can't log to my Call of War's account. I have lost 2 matches because I can't log 
. If anyone can help me... I want to play only the two matches i was playing (with my nation). My ex-nickname is: Ministro Attacco
