After I upgraded my light tanks, I realized that not all of my tanks were showing the upgrade
for example: Here 1 of my tanks is showing the upgrade but not the other two.
By chance do you receive any gifted units from an Allie? I have read about having multiple levels of units in a stack by doing that.

the new 25 player map seems to have pre-existing units that remain at level 1 for some time.
its a 100 player map, still hasn't upgraded 
Are you sure it is a 100 player map? The new 25 player map also shows as a global map.
Yes its the 100 player map. Hes in the Empire, which is a coalition I make. The thing is I only make it on 100 player maps because thats the only map its fun on. This happens to me too sometimes and for me it usually works just to refresh it and all the units are the same level.
Units that don't upgrade are ones you either captured or traded from other players. No problem there, use them while they are still useable... Do use that above-mentioned refresh though first
