AI dont declare war
Its really annoying seeing 14 AI nations declaring war on you, especially powerful offline nations. Please remove this

This is mostly for balancing. If I were able to invade without consequence, maps would end much quicker, and it would be harder for other countries to win once a single country became too powerful. It also has roots in history. If I were to invade random places, you can bet other countries would get upset and declare war.
