This has happened to me numerous times in multiple games, where an airplane will insist to move by land, rather than by air when there are perfectly good air strips built for them. On one occasion is when that the plane started on an airstrip, and I planned to move my troops through my ally's air bases, to a province I owned, however the plane insisted on transporting by sea and then by land after landing, when there were multiple air bases within range of my aircraft's starting province.
Happened to me too. I also had that when moving by land, the planes would arrive at an airfield and stay as a convoy, and would refuse to turn to planes. Disappeared after some time. Try sending a support ticket.
