The subs could have been gold spammed. That's the first thought that comes to mind.

"All armies revealed" (not)
I had a spy report saying that all armies of a country have been revealed when it's actually false! There was a squad of subs left! He didn't have any port left to build them...
Dozens of units lost, dozens of thousands ressources and several days of production wasted!
I also have several spy in another country that didn't reveal any troops in 3 days, only the building in the province where they are.
What is going on???

If you're sure, you can always create a ticket. Sometimes it's easy to overlook a port. I've done that with remote islands and such.

I had this issue in the pat, but it was a really really long time ago. I KNEW a person had a stack of units, yet the reveal-all didn't show them, and later they indeed showed up somewhere. It must be some kind of bug, though it is very rare and like I said, for me it was a long time ago (a year at least).
