This is a known issue that was occurring after the last update. A hot patch has already been created, and new matches will have the proper ICs.

Free Time looks good on me
All urban provinces missing Industrial Complex at the start
On the 22 players Europe clash of nation map, all urban provinces of all countries, playable and non playable started without Industrial Complex. This started to happen ever since we get 1 free interceptor and an airbase at the start. The bug occurs both on frontline and non frontline games, i don't know if it occurs on other maps than the 22 players map.
Edit: Wrong section, can this moved to the bugs section?
