Alliance Invitation Error

I have an alliance, the Screaming Eagles. I currently have 3 members, and I want to invite a fourth. When I try to invite a person, a pop-up comes up saying "This alliance has no open slots", when I have 17 open slots. Why does this happen?

Same problem here trying to join Skull and Bones. Only 19 people so there is for sure a slot. Hopefully this gets attention and gets fixed soon.
