The only way I can think of, is a axis player that gold/boost reduced time research on the tech, then started production, then your ally took the urban provinces before it was done, then golded or boosted the last production time. Cant remmember if you get the production line from a premium player if you also are a premium player, but I doubt it. ( so he had to do it 4 times - multi? )
I think booster units are depended on your own current research lvl
edit: what map do you play on? ( because on the historical 30 map, people start with different tech lvls )
