Annoying Infrastructure Repair Bug

Playing game 1217152, using Firefox. I am the American player, and 2 cities I have held for over a week now in Europe had lvl 2 infrastructure that was damaged. In my city tob, they show as having a damaged Infrastructure lvl 1, and a damaged Infrastructure lvl 2. When I try to repair, the button to do so is greyed out, so I can't repair. (In this game, the 2 cities are Birmingham and Brussels.)

This is annoying, as I can't build any of the advanced units I need in those cities...
