No there were no troops in the province and so, you lost it to an uprising.

Antarctica - loosing provinces to Ai
I recently lost a province to Ai enemy however, the enemy had no troops in the province and all surrounding provinces were controlled by real players, when I took it back there were no enemy troops to fight, is this a bug?
