I am currently playing 3 games, from day 5 to 10 now.
In 2 of them (third is very quiet) Anti Air has 4 in attack against infantry
Right now I am being attacked in Hamburg and have lost several troops to a few Anti air.
I have fortifications, state based damage efficiency is 99%
It must be a bug or else we can skip tanks and only build anti air guns

bug reports in-game is not working....
AA aren't very good vs land units, the strength 4 displayed is the optimum for the unit, which s against aircraft. Anti-air units (if you check their unit card) cannot be better than 2.5 attack vs infantry.
Are you sure another factor isn't being taken into consideration? Such as enemy artillery etc.

I am 100% sure there are no other factors in play.
I also discussed this with a mod before I reported it on this forum.
It is the same in every game, the AA unit does inflict a lot higher damage than intended when it is combined with other units in attack.
If there is an angoing battle with this situation: can you report gameID, your country and province name? We will have a look.
